The former teacher and school administrator is now a grant writer and business consultant. She says innovation in schools could improve educational opportunities. Welch would be the first announced Republican hoping to challenge incumbent Democrat Denise Juneau.
Welch ran an unsuccessful campaign in 2010 for a local legislative seat, losing in the GOP primary to conservative Jerry O'Neil.
